And so, as Team Cuomo gathers for its first meeting with the now governor-elect on Wednesday at 10 a.m., the parlor game that has quietly been underway for months begins in earnest. Who will the man so obsessively guarded that he was his own political consultant and campaign manager trust to run his administration—a job that, given the size of the state and breadth of its government, is necessarily somewhat autonomous and even occasionally operating without his knowledge?
